Present:

His Excellency the Governor,

The Honorable Major General D'Aguilar,

The Honorable the Chief Justice,

The Honorable the Acting Attorney General.

The Minutes of the last Council were read and approved.

In consequence of a Despatch from Earl Grey received by the December Mail, it was resolved that the publication of the Rules of Court should be postponed until they shall have undergone a thorough revisal; when such as have been pronounced to be improper subjects for a Rule of Court, will be published in the shape of an Ordinance.

Read Draft of an Ordinance entitled, "An Ordinance to provide for a Church in "Victoria, in the Island of Hongkong," which was ordered to be sent round to members.

Read Draft of a Consular Ordinance entitled, "An Ordinance to repeal certain "Ordinances relating to Her Majesty's Consular Officers in China, and to substitute other "provisions in lieu thereof," which was ordered to be sent round to members.

Consideration was given to Draft of an Ordinance for preventing Piracies, and certain modifications were found necessary therein.
