Present:

His Excellency The Governor,

The Honorable Major General D'Aguilar

The Honorable the Acting Attorney General.

The Council which was to be held on Friday the 29th Instant, was postponed, and met today by special summons.

The Minutes of the last Council were read and approved.

His Excellency the Governor informed the Council that Her Majesty had been pleased to confirm Ordinance No. 4 of 1846, entitled, "An ordinance to explain and extend the "Provisions of the ordinance to establish a licensed Ghaut Serang in the Colony of "Hongkong, and for the better regulation of Lascars resorting thereto."

Read a second time the Draft of Ordinance No. 1 of 1847, entitled, "An ordinance for "licensing Markets, and for preventing Disorders therein," which was passed and ordered to be published.

His Excellency the Governor read to the Council a Despatch received from the Right Honorable the Earl Grey, No. 44 of 19th November last, conveying Her Majesty's disallowance of the Rule of Court by which the interval between two Criminal Sessions extended from June to December; and ordering that all Rules which had been promulgated without the confirmation of the Legislative Council, should be promulgated a new with that confirmation. It was resolved that all Rules of Court should be considered in two successive meetings, previous to their being confirmed.
