The Minutes of the last Council were read and approved.
Read a Report from Messrs Gutzlaff and Inglis upon the Working of the Registration Ordinance which was taken into consideration; and as the present system of individual registration was not found to answer, at the same time that it entailed much labour, and a system of the registration of householders only who would become to a certain extent answerable for their tenants, and persons residing with them, appears to be preferable; it was resolved that Mr. Parkes in concert with Mr. Hillier, be directed to draft an amended Ordinance for submission to the Legislative Council, framed upon this method of registration.
