The Minutes of the last Council were read and approved.
It being necessary to supply the vacancy in the Legislative Council caused by the departure of the Attorney General, His Excellency The Governor appointed The Honorable Major Caine, Member of the Executive Council, to act as a Member also of the Legislative Council, and Major Caine accordingly took the oath, and his seat.
Read a first time Ordinance No. of 1846 entitled "An Ordinance for extending the summary jurisdiction of Police Magistrates, and Justices of the Peace within the Colony of Hongkong," which was ordered to be sent round to Members.
Read a first time the amendments introduced in accordance with Despatches from the Home Government, to Ordinance No. of 1846 entitled "An Ordinance for the future care, charge, and construction of Streets, drains, drainage and sewers of the Town of Victoria and the vicinity thereof."
