The Minutes of the last Council were read and approved.
Read a second time, and passed Ordinance No. 5 of 1846 entitled "An Ordinance for the substitution of Notices, and advertisements under the Ordinance No. 3 of 1846 entitled An Ordinance for the relief of Insolvent Debtors within the Colony of Hongkong," which was ordered to lie over till the answer from the Home Government is received to the Despatch transmitting Ordinance No. 3 of 1846.
