The minutes of the last Council were read and approved.
Read a second time and passed Consular Ordinance No. 1 of 1846 entitled
"An Ordinance to amend Ordinance No. 4 of 1844 entitled "An Ordinance to restrain Her Majesty's Subjects from trading in the Empire of China to the Northward of the 32nd degree of North Latitude."
With reference to a letter which His Excellency the Governor had received from Mr. Consul Macgregor, further consideration was given to Consular Ordinance No. 3 of 1844 for preventing Masters of vessels from leaving destitute Seamen behind on this departure from any Consular Port, and the honorable the Attorney General was requested to submit a Draft of an Ordinance to amend that Ordinance in accordance with the instructions received in Despatch No. 88 of 20th November 1844 and No. 78 of 7th February 1845 from Lord Stanley.
