The Minutes of the last Council were read and approved.

Reconsideration was given to Ordinance No. 1 of 1846 in accordance with the resolution of last Council, and Mr. Lena the acting Harbour Master having been summoned to attend, he was present accordingly Mr. Lena put in a written statement and gave evidence against the necessity for the provisions contained both in this Ordinance and in the former Ordinance, which this is intended to amend.

Mr. Lena having retired it was resolved that as Lord Stanley's Despatch No. 78 which directed the revision of this Ordinance was written under the impression that there were certain peculiarities connected with the trade of Hongkong which rendered it necessary to frame such an Ordinance, but it appearing to the Council that no such peculiarities exist and that the enforcement of its provisions would be impolitic it was further resolved that it be withdrawn, and His Excellency the Governor expressed his intention of writing a despatch to Lord Stanley recommending the Total repeal of the original Ordinance No. 4 of 1844, on the ground of there being no circumstances connected with the shipping and trade of this Harbour which called for it and of its never having been acted upon.
