The Minutes of the last Council were read and approved.
Read a second time consular Ordinance No. 1 of 1846 entitled "An Ordinance to amend the Ordinance No. 4 of 1844 entitled "An Ordinance to restrain Masters of Merchants vessels belonging to Her Majesty's Subjects from leaving Seamen and others in a destitute state in the Colony of Hongkong and from refusing to convey distressed Seamen from thence to England, and also to provide for Seamen within the same," which was ordered to be reconsidered.
Read a second time and passed Ordinance No. 1 of 1846 entitled "An Ordinance to amend Ordinance No. 9 of 1844, entitled "An Ordinance to restrain all persons within the Colony of Hongkong from trading in the Empire of China to the Northward of the 32 degree of North Latitude," which was ordered to be printed.
