The minutes of the last Council were read and approved.
Consideration having been given to certain objections raised against Ordinance No. 2 of 1845, entitled "An Ordinance to raise an assessed rate on Lands, houses and premises within the Colony of Hong Kong for the upholding of the requisite Police force therein."
It was unanimously resolved that there was nothing unconstitutional or illegal in the Ordinance or in the appointment of Messrs Tape & Tarrant as assessors under it.
Read a first time Ordinance No. entitled "An Ordinance for the future care, charge and construction of the Streets, Drains, drainage and Sewers of the Town of Victoria and of the vicinity thereof" and it was ordered to be sent round to members.
Read a first time Ordinance No. 6 entitled "An Ordinance to establish a Supreme Court of Judicature at Hong Kong."
Read a first time Ordinance No. 7 entitled "An Ordinance for the regulation of Jurors and Juries in the Supreme Court of Hong Kong."
Read a first time Ordinance No. 9 entitled "An Ordinance to Jurors the Supreme Court of Hong Kong with a summary jurisdiction in certain cases."
Read a first time Ordinance No. 8 entitled "An Ordinance to regulate criminal proceedings in the Supreme Court of Hong Kong."
The last four Ordinances were ordered to be sent round to members, being amendments of Ordinance No. 15 of 1844, entitled "An Ordinance for the Establishment of a Supreme Court of Judicature at Hong Kong" and amended in accordance with instructions received from Lord Stanley in Despatch No. 96 dated 24 March 1845.
