The Minutes of the last Council were read and approved.
Read a memorandum of the Colonial Treasurer's with a note of H. E. the Governor thereon respecting a former memorandum of date 26th May 1844 wherein the Treasurer is dissentient on the question of farming the sale of Opium within the Colony. This memorandum being in explanation of the discrepancy apparent in the date of the Treasurer's previous memorandum.
Read for the first time Ordinance No. 3 of 1845, entitled "An Ordinance for the Naturalization of aliens within the Colony of Hongkong & its Dependencies," which was ordered to be dealt with in due course.
