The Attorney General was present as Legal Adviser.
The Governor called the attention of the Council to the circumstance that the Chinese Inhabitants of the Island and some of the European Contractors who employ them, carry on their works on Sundays the same as on week days and It was Resolved that the Attorney General be directed to prepare a Proclamation on the subject which without infringing on present Contracts or interfering with the religious ceremonies of the natives shall have the effect of causing a better observance of the Sabbath for the future, and that the Draft of this Proclamation shall be laid before the next Executive Council.
