The Attorney-General as Legal Adviser was requested to attend and was present accordingly.
The Registration and Census Ordinance was read a second time and passed.
"An Ordinance for empowering the Governor of Hongkong and the Executive Council thereof to place in cases of exigency, the said Island or any Districts or Public or Military Stations thereof under Martial Law" was read a first time.
"An Ordinance for the Establishment of Standard Weights and Measures and for the prevention of the use of such as are false and deficient" was read a first time.
"An Ordinance for the Establishment of Judicial Power at the Consular Ports and for the Registration of the British Inhabitants resident therein" was read a first time.
