Several draft Clauses of the proposed Taxation Ordinance were read and considered and it was suggested that every Stone Quarry be made to pay a Rental of Twelve dollars per annum and that this subject form an additional subject of Revenue in an Ordinance to be drawn up in which the sources of Revenue according to the Minutes of Council of 3rd July are set forth a memorandum on the subject from Major Caine was read.
Clause 9 referring to Police Assessment was considered and It was Resolved that the Town shall be divided into three Lots and that Commissioners were appointed one or more for each district who shall amongst other things arrange a plan for lighting the Town.
Clause 9 referring to Auctioneers Licenses was considered and It was Resolved that they should be granted at a cost of $50 each annually.
With reference to the farming the sale of Salt It was Resolved that the Chinese Secretary be instructed to advertise in Chinese and English for two Constructors to come forward and tender for these appointments and that the Colonial Secretary be instructed to direct the Chinese Secretary accordingly.
