The further consideration of Ordinance No. 15 entitled "An Ordinance to establish a "Supreme Court of Judicature at Hongkong" was deferred.
The question of Taxation was brought forward and taken into consideration. And it was Resolved that the greatest amount of Revenue could be derived from the following subjects of Taxation without injuring the Commerce of the Colony.
Crown Lands
Registration of the Chinese Population in Classes each class paying a different amount.
Farming the Sale of Salt, Opium and Tobacco.
Licensing houses for the sale of Spirits and Drugs and for the letting of billiard tables.
Harbour dues of 6d. per registered Ton on all vessels anchoring in the harbour, except Chinese and those registered as belonging to the Colony. The Masters of Ships on arrival to deposit their Ships' papers and Manifest of Cargo with the Harbour Master who is to keep a Registry of exports and imports. Chinese vessels not be subject to these dues but to be obliged to report themselves at the Registry Office and to pay a fee.
Licenses to be granted to Pawnbrokers.
The Establishment of proper fees for Judicial proceedings and certain acts of office.
Local Rates to be levied for the payment of Police and the maintenance of roads and sewers.
