The Honorable Major Caine
Read a Memorandum by Sir Henry Pottinger on the Brokerage of Salt in which he recommends a Notification to be issued by Government that all persons finding security will be allowed to act as Brokers under proper conditions.
It was Resolved that the license to act as Broken of Salt shall be farmed.
It was Resolved that the sale of Tobacco be farmed.
The question of Taxation on Opium was again brought forward and the further consideration of it was adjourned in order that Major Caine might collect information the subject of the probable consumption of it in the Colony.
It was Resolved that a Registry of all Chinese persons in the Island should be established as a measure both of Revenue and Police and that it be referred to Major Caine and Mr. Gutzlaff to consider the Scale of fees to be paid for registration.
Resolved that several of the influential inhabitants be called upon to offer their suggestions as to the best means of establishing an efficient Police force upholding in a good state of repair the roads and sewers and of defraying the expenses of so doing.
Resolved that a Tonnage Duty of 6 dollars per registered Ton be imposed on all shipping entering this Port.
Resolved that the Government markets be farmed.
Resolved that Auctioneers and Pawnbrokers be required to take out licenses on payment of a sum to be afterwards fixed.
Resolved that the Rents and fees reserved on the leases of Crown lands be received by the Colonial Treasurer and that the Surveyor General be directed to furnish him with the necessary information to enable him to discharge that duty.
Resolved that the Surveyor General be ordered in all contracts to omit the Sunday and that no European overseer or European workman be employed by Government on that day and that the order by published with a notification calling on all Europeans to observe the Sunday with due respect.
