The Honorable Major Caine
His Excellency the Governor signified his intention of appointing Adolphus Edward Shelley Esquire to the situation of Auditor and of Clerk of the Councils and the oaths of Office having been duly administered to Mr. Shelley he was appointed accordingly His Excellency the Governor administered the Oaths of office to the Honorable Frederick Bruce as Members of both the Legislative and Executive Councils of the Colony.
With reference to the resolution agreed upon in Council on the 15th August as to the compensation of $30 per mow to be awarded to the occupiers Paddy ground in the Wong-nei chung and Soo cum poo vallies. It was Resolved that a Proclamation be issued in the Chinese Language on Thursday the 6th Prof calling upon all parties to send in their claims and informing the claimants that the Committee which formerly investigated their claims will be prepared to pay them the amount awarded to each on the following Thursday the 13th at the Land Office in Victoria and on the ten following days.
His Excellency read a letter from Major General D'Aguilar representing the necessity of a Road being constructed from Taitam to Sai-wan and the necessity of a good communication being fully admitted. It was Resolved that the Land Officer be directed to survey and report upon the best route and the probable expense and further that directions be given to Mr. Gordon to put into temporary efficient repair such bridges on the road to Check-chu as are now unsafe and survey and report upon whether a shorter and better line of communication might not be opened to Check-chu from Victoria.
His present nonefficient state of the Post Office was taken into consideration and a Letter was read from the Postmaster on the subject when the following Resolutions were formed.
1st That the Office hours be from 6 to 9 A.M. and from 3 to 6 P.M.
2nd That $100 per month be allowed as the pay of two Clerks in accordance with the Postmaster's requisition.
3rd That the Postmaster be called upon to report what arrangements he has made with the Postmaster General of India on the subject of forwarding Letters from Hongkong for England via Calcutta over land to Bombay.
