42. The membership of the Executive, Building, Management and Finance Committees as at 31st March, 1962, and their terms of reference for the year under review, may be seen at Appendix I.
43. The Executive, Building, Management and Finance Committees meet at least once a month and have delegated powers to decide all matters within their terms of reference. It is only in matters of special importance that all members of the Authority need be consulted and this system effectively expedites conduct of the Authority's affairs.

45. In addition the Tender Board met on 10 occasions when tenders were opened for 23 contracts. Details of contracts awarded are at Appendix VIII.
ADMINISTRATION
46. Routine work and the execution of decisions of the Authority are carried out by the Housing Division of the Urban Services Depart- ment, which operates under the administrative control of the Commis- sioner for Housing who functions as the Authority's principal executive officer. Throughout the year and in line with usual practice, the salaries of all staff, who are civil servants, have been reimbursed to the Govern- ment, plus a 30% surcharge to cover the cost of pensions, quarters, passages, office accommodation, printing, and other overheads. It has, however, been agreed that the salaries of staff employed directly in dealing with applications, investigations and lettings for Government built low cost housing estates should be paid in full by Government.
