CHAPTER II
ORGANIZATION OF THE HONG KONG HOUSING
AUTHORITY
CONSTITUTION AND MEMBERSHIP
30. The Hong Kong Housing Authority is a statutory body created by the Housing Ordinance, 1954, and consists of all members of the Urban Council ex officio, not more than three persons who may be appointed by the Governor, and the Commissioner for Housing. The Chairman of the Urban Council is Chairman of the Authority, ex officio, and the Governor appoints a member of the Authority to be Vice- Chairman. A list of the members of the Authority as at 31st March, 1962 is at page (vi).
31. The following changes in membership took place during the year under review:
(i) Mr. Wilson T. S. WANG was appointed by His Excellency the Governor to be a member of the Urban Council from 7th April, 1961 until 31st March, 1962 vice the Hon. C. Y. KWAN. (ii) Dr. P. H. TENG, O.B.E., Deputy Director of Medical and Health Services returned from leave and resumed his seat on 1st May, 1961, vice Dr. S. H. MOORE. On 27th February, 1962 Dr. A. H. R. COOMBES, M.B.E. was appointed to act as Deputy Director of Medical and Health Services during the absence from the Colony of Dr. TENG.
(iii) Mr. P. C. M. SEDGWICK was appointed to act as Secretary for Chinese Affairs on 6th November, 1961, during the absence of Mr. J. C. MCDOUALL.
32. The term of office of the Hon. Y. K. KAN, O.B.E., J.P., expired on 31st March, 1962 and Mr. Lo Kwee-seong was appointed in his place for four years from 1st April, 1962. The terms of office of Mr. A. de O. SALES, J.P., Mr. K. A. WATSON, J.P., Mr. Wilson T. S. WANG, J.P., expired on 31st March, 1962 and each was re-appointed for a further four years.
33. The Hon. Y. K. KAN attended his last meeting of the Authority in March, 1962, and brought to a close five years of office. During this
