12. The buildings will be multi-storeyed and erected in high density estates and accommodation will consist of single rooms for 4 and 5 person families on the basis of 35 sq. ft. per person, each having a balcony containing a cooking bench and a water tap. Latrines will be communal at the rate of approximately one between two flats except in the earliest scheme where provision will be somewhat less.
13. The general standard of accommodation and finish will be below that of the Authority's estates, but at the same time will be a great improvement on the layout, amenities, and accommodation in the re- settlement estates.
14. Much preliminary work on the problem of administration and management of this scheme has been carried out in the past six months and approval has had to be obtained from the Authority and Govern- ment for every step taken. Methods of dealing fairly with the anti- cipated flood of applications have been worked out and approved and the conditions of eligibility and method of selection similarly established. Financial policy and machinery was still under consideration at the end of the year but is being approached on the basis that the Authority will neither profit nor lose by the work which will be carried out on an agency basis.
15. The biggest problem is the recruitment and training of staff to carry out the management duties at very short notice, at a time when the Authority's own building programmes are gathering momentum and this problem will take some time to solve. Fortunately the first estate at Kwun Tong will come in gradually over a period of four months and applications for this Estate can be dealt with as a trial run.
16. The methods of application for and allocation of low cost housing have of necessity been simplified in order to save work because of staff shortages. Initial registration will take the place of issue of application forms and the issue of a limited number of forms will be decided by ballot, which will take place from time to time as accom- modation becomes available. The initial screening will be by interview and satisfactory applicants will then be visited. Final allocation of accommodation will be on the basis of housing need. A registration fee of one dollar will be charged.
17. Government has reserved 15% of the accommodation to become available for Class V Government Officers who will be in the same income category and will be housed under the same conditions of tenancy as other members of the public.
