Planning
115. This scheme provides for the construction, on a site of about 7 acres, a total of 2,114 flats to accommodate about 12,600 people together with 21 shops, an estate office, and a pavilion and party rooms. The estimated total cost of the scheme is $17,152,640.
116. Approval of the Governor in Council was received for the Authority's proposals early in the year and the Building Authority approved the general building, structural and drainage plans.
117. As a portion of the site now occupied by the P.W.D. workshops will not be vacated until late 1962 or early 1963 it was found necessary to divide the construction work into two phases, the first phase represent- ing about four-fifths of the whole, and providing living accommodation for about 9,800 people in 1,624 flats. The 21 shops with living accom- modation attached will be in this first phase, together with the estate office, caretakers quarters, party rooms and stores. The capital cost of phase 1 is estimated at $14,496,000.
Piling
118. The piling contract was awarded to the Pressure Piling Co. Ltd., and work started in July 1960, using 17 rigs, and was completed in October at a cost of $731,080. Altogether, 1,666 piles were driven—153 of 181" diameter and 1,513 of 161′′ diameter.
General Contract
119. The general building contract was awarded to Messrs. Cheong Lee Construction Co. in the sum of $9,194,015.43. Work started in early January 1961, and has made good progress. At the time of writing most of the pile caps have been cast and back-filling completed for both blocks. Block B has been concreted to first floor level.
120. A full scale mock-up of a 5-person flat has been constructed on the site as a check on detailing and the general arrangements of the unit, its fittings and finishings.
