24. Two Housing Assistants have been appointed to act as Assistant Housing Manager, one was promoted to Senior Housing Assistant, and six more have been recruited. There have been five resignations. In addition an Assistant Architect, Apprentice Architect, and two draughts- men were appointed, as well as a number of clerks and outdoor staff. The staff of the Authority now totals 103.

25. Boards sat to interview candidates for appointment in various grades: in this important work the staff is assisted by members, work- ing on a rota basis.

26. Proposals for staff increases put forward in connexion with the Colony's draft estimates for 1960/61 were accepted by Government. These requirements envisage a considerable expansion, with a nett increase of 27 new posts, to a total of 192 in the establishment, involv- ing annual expenditure of $1,477,700. Token provision has been included for a Housing Manager to take charge of the Choi Hung Estate.

Secretary

27. Mr. W. E. COLLARD, Secretary of the Housing Authority, went on home leave on 28th May, 1959: during his absence the duties of Secretary were carried out by Mr. S. C. PASCOE. During his leave Mr. COLLARD visited the Singapore Improvement Trust, saw something of the work of resettling refugees in Pakistan, attended the Town and Country Planning Institute's Summer School at Southampton University, and the C.I.B. Housing Conference in Rotterdam. He visited a number of housing projects, both in the United Kingdom and on the Continent, and was seconded to the Housing Departments of the London County Council and Bristol City Corporation, to gain further experience. He returned to the Colony and resumed his appointment on 25th February, 1960.

Training

28. The work of housing management includes visiting applicants, collecting rents, supervision of conditions of tenancy, inspection and ordering repairs, and the encouragement of tenants to take pride in their surroundings, and develop a community spirit. Men and women of suitable personality, and technically well-qualified, will be needed in in- creasing numbers if the Authority's estates are to fulfil their purpose and be maintained as valuable capital assets. To this end Housing Assistants are being encouraged to study for one of the recognized professional examinations, and it is hoped that four officers will sit for the Housing
