9. No new dwellings were completed by the Authority in the year under review, but 3,575 flats and shops were under construction on 31st March, 1960, and 2,905 should be completed during the year ending 31st March, 1961.

CHAPTER II
ORGANIZATION OF THE
HONG KONG HOUSING AUTHORITY
CONSTITUTION AND MEMBERSHIP
The Hong Kong Housing Authority was created in April 1954, with the enactment of the Housing Ordinance, No. 18 of 1954. It is composed of all members of the Urban Council, ex-officio, together with the Commissioner for Housing, ex-officio, and not more than three persons to be nominated by the Governor. Only two such appointments have, in fact, so far been made. The Chairman of the Urban Council is ex-officio Chairman of the Authority. A list of members is given in Appendix I, together with a brief note of changes in membership that occurred during the year.
11. Col. the Hon. J. D. CLAGUE, C.B.E., M.C., T.D., J.P., who re- signed in July 1959, has been associated with the Authority since its inception, and has given very valuable service. The Hon. FUNG Ping-fan, O.B.E.; the Hon. R. C. Lee, O.B.E. (who have both served for over five years); and Mr. U Tat-chee, O.B.E. (who was appointed in April 1956), all ceased to be members of the Authority on their retirement from the Urban Council on 31st March, 1960. The experience and wide knowledge they have devoted to the Authority's affairs during their membership has been much appreciated. Their places have been taken by Messrs. Li Fook-shu (hitherto a nominated member), FUNG Hon-chu, and Wilfred S. B. WONG, with effect from 1st April, 1960.
12. Congratulations are also extended to Mr. KAN Yuet-keung, who was awarded the O.B.E. by Her Majesty the Queen in the Birthday Honours List, 1959.
13. Mr. Ernest C. WONG, having been elected to the Urban Council, became a member of the Authority on 1st April, 1959, vice Mr. P. D. Au.
14. The Authority is a member of the East Asia Regional Office of Planning and Housing (EAROPH), affiliated to the International Federation of Housing and Planning, and the Housing Centre Trust, London.
