reduced from 80% to 50%, the difference in premium also being credited to reserve.
59. All of the 1,955 flats on the estate are now occupied, although some vacancies occur from time to time. To achieve this position 3,243 offer letters were sent out. It is of interest to note that although the estate has now been occupied for fifteen months, with a monthly rent bill of nearly $250,000, arrears of rent at 31st March, 1959, totalled less than $3,000. Notice to quit had to be served on two tenants (one found to be sub-letting, the other being in arrears with rent), entailing the writing-off as bad debts of $754.00. Another point of interest is that about a third of the families employ a servant. The total population of the estate is 12,474, including over 3,800 children under the age of ten. 885 of the families previously lived in cubicles, and 291 in cocklofts or basements.
60. In June 1958, an advertisement was inserted in the local press inviting tenders for vacant shops. Many refusals of tenancy offers were subsequently received, principally because of the limitation imposed on the number of persons allowed to sleep on the premises at night. It had obviously been the intention of many applicants to occupy the premises domestically (which is not permitted), and they had paid little or no attention to this point when submitting tenders, although the restriction had been made quite clear. Occupation of the shops pro- ceeded slowly, especially where Urban Council licensing requirements had to be met.

61. The Authority's second project, at Cadogan Street, Kennedy Town, was described in some detail in last year's report, and it is, therefore, unnecessary to describe again the method of construction employed, or the types of accommodation provided. Some photographs of the Estate in the building stage appear in Figs. 4 -7.
62. The final cost of the site formation contract was $850,669.55, of which $840,000 was met by the grant from the Colonial Development and Welfare Fund.
63. The general contract proceeded satisfactorily, over 300 workmen being employed daily, and there was little interruption because of bad weather. The surfacing to the cutting at the rear of the Block B site,
