Customs declarations: (1) and (6) Green label. A green label should also be affixed to all sealed packets containing (or having the appearance of containing) merchandise. Unless this is completed to give an accurate declaration of the contents and a correct statement of the value, it is necessary to include a non- adhesive customs declaration or an invoice. The latter procedure is recommended for an commercial shipments of material value.

Prohibitions:

Charged butane gas lighters; contraceptive; cotton seed, cotton and cotton seed products (cotton goods are admitted; for cotton seed oil, un- manufactured cotton and cotton waste see Restrictions below); drugs and therapeutics products; (certain of these products are admitted); feathers and skins of wild birds (except ostrich feathers) unless for educational or scientific purposes; fresh fruit; gold bullion exceeding 100 U.S. dollars in value; intoxicating liquors; potatoes; tickets, advertisements or circulars of lotteries; circular advertising obscene or immoral articles.

Restrictions apply to the importation of: Arms; bees; cereals; cigars, cigarettes and cheroots; cotton seed oil, cotton waste and unmanufactured cotton; empty butane gas lighters and refills; gold coin; goods originating in China (except Formosa) or in North Korea, or goods of which part consists or is made of goods originating in China (except Formosa) or North Korea; meat and meat food products; radio-active substances and articles containing radio-active substances; viruses, serums and toxins. Import permits are required for all packets containing bulbs, plants, parts of plants and seeds.

Packing: Hay and straw should not be used. Senders are advised to use excelsior, shredded paper, vermiculite or other synthetic materials.

Origin: Every article (except books imported by or for the account of any public library or library association) capable of being stamped, branded or labelled at the time of its manufacture, without suffering damage, must be conspicuously and indelibly stamped or branded and so on, in English characters with an indica- tion of the country of origin. All goods which may be presumed to have originated in China or North Korea should be accompanied by a certificate of origin. Invoice : With certain exceptions, consignments valued at more than $500 must be accompanied by a Special Customs Invoice (Customs form 5515). Copies of this form, together with instructions for its completion, may be obtained from the United States Embassy, or from any U.S. Consulate. Exporters may reproduce their own copies provided they conform in all respects to the official form.

Customs duty : Articles (except those subject to internal revenue tax, such as cigars, cigarettes and so on) the aggregate value of which is not more than 1 U.S. dollar are admitted free of duty provided they are not imported for sale or forwarded for the purpose of avoiding the payment of duty. Bona fide gifts up to 10 U.S. dollars in value are also admitted free of duty. The undermentioned articles are also exempt from duty: Newspapers and periodicals (the term periodicals is to be understood to include only unbound or paper covered publica- tions issued within six months of the time of entry, devoted to current literature of the day or containing current literature as a predominant feature, and issued regularly at stated periods as weekly, monthly or quarterly, and bearing the date of issue), books, engravings, photographs, etchings (bound or unbound), maps, and charts imported for the use of the United States, and addressed to any depart- ment, bureau, or division of the Government; publications issued for their sub- scribers or exchanges by scientific or literary associations or academies, publications of individuals for gratuitous private circulation, not advertising matter; public documents issued by foreign governments; books, maps, music, engravings, photo- graphs, etchings, lithographic prints (bound or unbound) and charts which have been printed more than 20 years and not rebound wholly or in part in leather
