PROHIBITED ARTICLES

Prohibited articles, if tendered for transmission, will be refused or, if detected in transit, detained. They will be dealt with in such a manner as the Post Office thinks fit, and the sender is in some cases liable to prosecution.

LETTER POST

It is prohibited to send by post:-

Certain advertisements, tickets and circulars

1. Betting advertisements if relating to an illegal business.

2. Fortune-telling advertisements.

3. Lottery tickets or advertisements except those relating to lotteries directed by the Hong Kong Jockey Club.

4. Moneylenders' circulars if sent unsolicited.

Dangerous, offensive and indecent articles

5. Dangerous articles, including explosive, certain inflammable, corrosive, noxious or deleterious, or otherwise harmful substances and sharp instruments not properly protected. Matches. Christmas crackers, however, are admitted.

Radio-active materials, whether solid, liquid or gaseous, manufactured items such as luminous dials, luminous compounds, ores and residues, which have any significant alpha, beta, gamma or neutron radiation. Exceptionally, small quantities of such materials are admitted if suitably packed, and provided that when made up for the post the radiation measured at the outside surface of a package does not exceed 10 milliröntgen per 24 hours.

6. Celluloid, liquid and unseasoned raw (that is, containing volatile solvent) sometimes called xylonite cake.

7. Celluloid, seasoned raw (that is, free from all volatile solvent), and articles of celluloid not packed in the prescribed manner.

8. Films, cinematograph and photographic, not packed in the prescribed manner. 9. Paints, varnishes, enamels and kindred substances which have a flashpoint below 150°F. Those with a flashpoint between 90°F. and 150°F. are, however, admitted exceptionally by sample post subject to compliance with the special conditions as to packing and so on. In general, the transmission by post of substances with flashpoints below 90°F. is totally prohibited. An exception is however made in the case of lighters containing Butane Gas and refills for such lighters, provided that:-

(1) The packing conforms to a standard approved by the Post Office, and (2) The total amount of butane in any postal packet does not exceed 180 grammes.

10. Carbon paper unless certified on the customs declaration, if one is furnished, in the following terms: Carbon paper coated with wax and containing no oxidisable olly or fatty substance.

11. Oiled paper.

12. Filth.

13. Indecent, obscene, or grossly offensive communications, marks, designs, prints, photographs or other articles.

Articles subject to packing regulations

14. Packets inadequately packed, containing any article or thing, which in the course of conveyance is likely to injure any other postal packet or an officer of the Post Office.

15. Perishable articles. Anything liable to become offensive or injurious through decay during the time ordinarily occupied in transmission (particularly if addressed to a tropical or sub-tropical country, or having to pass through the tropics) unless sent in a hermetically sealed tin.

16. Liquids unless packed in the prescribed manner.
