Address: Poste restante may not be used as an address. Every parcel addressed to a bank or other agent of the person for whom it is intended must bear both on the parcel and on the despatch papers the full name and address of the ultimate consignee as well as the agent's name and address.

Invoice: A consular invoice is required for every commercial parcel or consignment of parcels, of which the value exceeds the equivalent of 25 U.S. dollars, posted at the same time to one addressee.

Sealing: Parcels should be sealed with a distinctive device.
