(2) any letter or packet which the Post Office cannot account for in consequence of the destruction of official documents through. cause beyond control;

(3) any letter or packet containing a prohibited

article;

(4) any letter or packet in respect of which a claim is not made within a year of the date

of posting.

No legal liability to make any payment in respect of any letter, or packet, for which a registration fee has been paid, attaches to the Postmaster General, either personally, or in his official capacity.

If a registered article considered to be lost is subse- quently found, the person to whom compensation has been paid, may take possession of the article against repayment of the amount of compensation.

CERTIFICATES FOR THE RECEPTION OF MAIL MATTER.

Such certificates are issued to enable any person to have his mail matter delivered to an accredited repre- sentative.

The fee for each certificate is two dollars ($2) for a year or part of a year. The certificate lapses on 31st December of the year in which it was issued unless renewed.

On production of a certificate at the General Post Office, or Central Post Office, Kowloon, all mail matter covered thereby will be handed over, without the need of a chop of a well-known firm, providing the signature and chop on the delivery receipt is a facsimile" of those appearing on the certificate. All persons em- ploying mail messengers are thus given extra security.

The fee for the insurance of letters which is in addition to the postage and registration fees is 50 cents for every $300 of the declared value or part thereof.
