Limitations of service and special conditions

PROHIBITIONS: letters; arms, except sporting weapons admitted under permit; cotton seed, pods or plants; labels, corks, and on so, bearing marks of non- Soviet firms and not sent with the goods to which they relate; playing cards; Soviet coin and monetary documents, except under permit; worn clothing and footwear, unless clean and accompanied by a medical certificate of disinfection (see also below) and a licence if necessary. LICENCES from the Soviet Authorities are necessary for all parcels sent com mercially and an invoice must be enclosed in every such parcel. Licences are also necessary for most other articles entering the Union of Soviet Socialist Republics; but small quantities of certain articles may be imported without a licence up to specified limits provided they are intended for the personal use of the addressee.
CERTIFICATE: certificates of origin and similar documents which are required in respect of articles liable to Customs duty must bear the signature of a Soviet representative.
PACKING: parcels must be strongly packed in wooden boxes, or sewn in canvas or similar material (paper or cardboard is not sufficient). They should be tied crosswise and sealed with lead, steel or good quality wax with a distinctive device.

PROHIBITIONS: Rags, soiled clothing, shaving brushes made in Japan, advertisements relating to veneral diseases, vaccines, serums, toxins, pathological specimens, living plants, firearms, synthetic dyes. Liquid celluloid, solid celluloid called "unseasoned celluloid" that is to say, celluloid which has not been freed from all volatile solvent, sometimes called "Xylonite Cake." Living animals, except bees and silkworms. Saccharine, circulars fictitious stamps and dies. RESTRICTIONS: The importation of plumage of birds, with the exception of those coming from African ostriches, eider ducks, the Rhea Rothschildi, the common jay, the common magpie, the common starling, the Java sparrow, the West African curly parrakeet, the Chinese bustard, the golden pheasant, the common cormorant, the common shag, and birds ordinarily used for food in the United Kingdom is prohibited except by authorization of the Board of Trade.
PARCELS containing articles of gold, silver, platinum, jewellery and precious stones must be insured for at least part of its value. Parcels containing jewellery or precious articles exceeding $1,500 in value must be packed
