East Suburb, Moukden, West Suburb, Moukden, and Sin Pin, Moukden, are outside the zone of the Japanese Agency, and postage on parcels so addressed must be prepaid as for service (2).

The Leased Territory of Kwantung is distinct from the province of Kwang- tung, South China. Parcels for the latter are accepted for transmission only under service (1).

PROHIBITIONS: letters; arms, except under permit; coin of silver, copper or nickel; Colombian postage and fiscal stamps; saccharine, except under permit; spirits and liqueurs.

RESTRICTIONS apply to the importation of boxes or packets of cigarettes and pressed tobacco; patent medicines; plants and parts of plants, including seeds.

CERTIFICATE of origin authenticated by a consul for Colombia must accompany

every parcel containing goods valued at 10 pesos or over.

INVOICE prepared by the sender in the form prescribed by the Colombian regulations must be produced by the addressee of each parcel containing merchandise. For parcels valued at 50 pesos or over an invoice in quintu- plicate on a form obtainable from a consul for Colombia and certified by such a consul is required.

CUSTOMS DECLARATIONS must not bear erasures or alterations.
