this category.
These documents are admissible at the printed paper rate:
If they are handed in at the counter at the General Post Office, Hong Kong, or Central Post Office, Kowloon.
If special attention is drawn to the fact that they are printed or reproduced in imitation of typewriting.
If at least ten packets each containing one copy or
more are posted at the same time.
Circulars when posted singly must be prepaid at the rate applicable to the class of article to which they rightly belong,
Addresses must be complete; that is to say, on such covers as are not addressed to well-known firms, the addressee's residence or place of business must be added.
Circulars arriving in such large quantities as to retard the delivery of mails are allowed to stand over until there is time to deal with them.
Circulars should be tied in bundles of 50, with all the addresses in one direction, and should be posted as early as possible to avoid delay. They will be liable to detention or to surcharge if subsequently found to in- fringe any of the regulations of printed paper rate.
