All sealed packets containing merchandise (or having the appear- ance of containing merchandise) which is not definitely known to be dutiable, must bear an endorsement MAY BE OPENED FOR CUSTOMS PURPOSES PRIOR TO DELIVERY TO ADDRESSEE. Packets
Packets containing merchandise which bear neither the endorsement described nor a green Customs label can be accepted only at sender's risk.
CUSTOMS DUTY. Articles (except cigars, cigarettes and cheroots) the aggregate value of which is not more than one dollar, are admitted free of duty provided they are not imported for sale or forwarded for the purpose of avoiding the pay- ment of duty. A charge of 10 cents for Customs clearance and, in addition, a delivery fee of 5 cents in the case of small packets, are collected from the addressee. Books and printed matter of all kinds, charts, engravings, etchings, maps, music in books or sheets, photographs, are subject in general to a Customs duty of 25 per cent, ad valorem. The undermentioned articles are, however, exempt from duty:
(a) Newspapers and periodicals; books, engravings, etchings, bound or unbound maps and charts, photographs, imported for the use of the U.S.A.; books, charts, engravings, etchings, lithographic prints, maps, music, photographs, bound or unbound, and which have been printed more than 20 years, or are intended for the use of any religious, educa- tional or learned institution or any State or public library; hydrographic charts and publications issued by scientific and literary associations or academies for their subscribers or exchanges, or publications of individuals for gratuitous private circulation, not advertising matter, and public docu- ments issued by foreign governments; books and pamphlets printed wholly or chiefly in languages other than English, blind literature and music, and books used abroad not less than one year, by persons or families from foreign countries. (b) Photographs and printed papers, other than books, sent in small quantities, and intended for the personal use of the addressee.
PROHIBITIONS. Blank invoice forms. Documents of monetary valne (cheques, money orders, and so on), except in regis- tered letters. Spirits and tobacco in any

of plants, including fruit.
