PROHIBITIONS. Account and manuscript books, advertising mat- ter (with the exception of trade catalogues and circulars), almanacs, cards in general, labels, photographs, picture books, printed forms, works of art, when sent as merchandise, and packets of picture postcards, are prohibited from in- portation by printed papers post. Celluloid and articles wholly or partly made of celluloid, such as photograph films (non-inflammable cinematograph films are, however, admit- ted by the letter post provided that the packets bear a label clearly marked in red characters THIS CONTAINS NON- INFLAMMABLE FILMS ONLY)..
REGISTERED and insured packets bearing a post box address
must in addition bear the actual address of the addressee. CUSTOMS DUTY. When the total Customs duty payable on a letter or other packet does not exceed 12 annas, the whole of the duty is waived.
