63. In addition to the new Post Offices, the Cheung Chau Post Office was reprovisioned in new premises in a more convenient position nearer the ferry pier. This has facilitated the movement of mails to and from Hong Kong.

64. The Kowloon Parcel Office was extended to provide improve- ments to the parcel acceptance facilities and operational efficiency in parcel handling work. Alteration works were also carried out at Tsim Sha Tsui Post Office to refurbish the building to give improved working conditions and to help to improve operational efficiency.

65. In the Customer Relations field the Department has established contact with developers of planned high rise commercial buildings with a view to the improvement of mail deliveries in these buildings.

66. The Post Office also circulated all Post Office Box Numbers in an attempt to encourage the use of the correct form of address for Post Office boxes. It is important that a postal item addressed to a Post Office box should also show the name of the post office at which the box is located as failure to do so can cause delay in delivery.

67. A further area of difficulty experienced by the Department led to all large users of the post being circulated with an explanation of the correct air mail charges on various categories of mail. Staff have had to be diverted from despatching air mail to check upon large quantities of mail being sent underpaid. Checks will continue in order to safeguard revenue.

TELECOMMUNICATIONS SERVICES

68. The establishment and operation of telecommunication services in Hong Kong is subject to the provisions of the Telecommunications Ordinance, which is administered by the Postmaster General as the Telecommunications Authority. The Postmaster General acts as the adviser to the Government on all matters connected with the operation of telecommunication services within and external to the Colony.

69. The internal public telephone system is operated by the Hong Kong Telephone Company Limited, under the terms of the franchise granted in the Telephone Ordinance.
