tion of 9.9 million in the number of items despatched to overseas-the major factor in which was the marked reduction in the amount of aerogramme advertising material sent abroad by mail order firms.

7. During the year the Department increased its efforts to improve the quality of the postal services. Despite acute accommodation difficulties a position had been reached by the end of the year where an estimated 98% of correspondence posted locally for delivery within Hong Kong was delivered not later than the day following the date of posting. An estimated 25% was delivered on the day of posting. These are high figures by any standards and have been achieved only by the loyalty, endeavour and co-operation of the staff of the Department at all levels.

STAFF

8. The permanent establishment of the Post Office at the end of the year was 2,155 of which 1,027 posts were pensionable. At Appen- dix I staff increases are shown from 1961-62 to 1971-72.

9. The turnover in staff through resignations, retirements, transfers etc. was 142. Shown at Appendix II is the turnover in respect of the major grades of clerical and uniformed staff during the past seven years.
