8. Staff recruitment continued to present difficulties and the con- siderable turnover in junior staff made manning of the various operational sections and the new post offices a matter of no little concern.
9. The department was honoured by a visit of His Excellency the Governor, Sir Robert BLACK, G.C.M.G., O.B.E. on 27th February, 1964 and we are grateful for the interest His Excellency always showed in the activities of the department.
STAFF
10. The total authorized establishment of the Post Office at the close of the year was 1,415, an increase of 162 over the preceding year. 606 posts were pensionable.

Owing to new commitments of the Telecommunications Division a complete revision of the staff and functions of the division became necessary. This revision was completed during the year and I am grate- ful for the assistance given by the Establishment Branch of Colonial Secretariat in the finalization of this major revision.
12. The turnover in staff continued to be high through resignations, transfers, etc., the total for the year being 125. In addition, 11 officers retired during the year.
Senior Staff Appointments
13. Mr. K. R. SEAMANS was appointed as Controller (Telecommuni- cations) on temporary transfer from the British Post Office and arrived in the Colony on 18.12.63.
14. Mr. W. R. J. BALL was appointed as an Assistant Controller of Posts Class I on contract and arrived in the Colony on 19.3.64.

15. Mr. A. G. CROOK, Postmaster General, was absent from the Colony on vacation leave from 1.5.63 to 8.11.63.
16. Mr. R. S. SUTTIE, Assistant Controller of Posts Class I, left the Colony on vacation leave on 3.5.63 and returned on 13.1.64.
17. Mr. R. V. TALBOT-JONES, Chief Controller (Telecommunications), proceeded on vacation leave on 11.7.63.

Mr. T. H. MESSENGER, Controller of Posts, proceeded on vacation leave on 16.7.63.
