15. Mr. J. M. MCNEILL, Chief Inspector (Telecommunications), returned to the Colony from leave on 16th August, 1962.

16. Mr. C. ROWLINSON, Assistant Controller (Telecommunication), departed from the Colony on vacation leave on 21st August, 1962 and returned on the 26th March, 1963.

Promotion

17. Mr. T. H. MESSENGER, Assistant Controller of Posts Class I, was promoted to Controller of Posts (Accounts and Finance) with effect from 7th February, 1963.

Decoration

18. Membership of the Most Excellent Order of the British Empire (Civil Division) was bestowed on Mr. WONG King-wai, Superintendent of Posts, in the 1962 Birthday Honours of Her Majesty.

FINANCE

19. The total revenue collections of the Department amounted to $82,653,862.47, a net decrease of $2,440,106.56 compared with the 1961-62 figure. The added revenue from increases in normal business, which is estimated as approximately six million dollars, was insufficient to offset entirely the loss due to a decrease of rather more than two and *a half million in the number of small packets to China and the rate ⚫ reduction on this traffic which became operative in early December. The excess of total revenue over expenditure amounted to $48,140,715.36. 20. Wireless licensing revenue for the year amounted to $3,239,687.00, exceeding the previous year's figure by $272,682.00. (See Table V).

21. Expenditure on all services totalled $34,513,147.11, showing a saving of $840,252.89 on the estimated figure and an increase over 1961-62 of $4,740,560.48.

Remittance Services

22. The rates of commission charged for issued money orders were changed with effect from 1st May, 1962 from the straight percentage scale formerly applied. The new scale takes account of the basic cost of any transaction but is otherwise a simplified version of the old.

23. Money orders issued and paid totalled 27,074 valued $3,744,840.29 as compared with 27,300 transactions with a value of $3,709,509.93 in 1961-62.
