to accept the initial hardships in this Department on the basis of future prospects.

59. At the moment of writing there are 37 vacancies in this Department which is not only far too heavy a load for one Department to carry but places a very high strain on those stalwarts who carry on despite continual increases in work.

60. Representations have, of course, been made to remedy this situation but so far without success. Failure to effect a remedy will, however, inevitably produce disruption in the near future. A further serious aspect is that no staff is available to man several new offices on the point of completion.

RADIO LICENSING AND INSPECTION

61. There has been no diminution in the measures to ensure that all owners of Broadcast Receivers are duly licenced.

62. The number of licences of all kinds in force at 31st March, 1957, was 61,423, of which 60,519 were Broadcast Receiving Licences; an increase of 6,446.

Rediffusion

63. Royalties received by Government from Rediffusion totalled $852,157 as against $701,542 indicating an increase of over 5,000 subscribers to that service also.

Wireless Surveys and Inspections

64. Surveys and Inspections of ship installations were continued in accordance with the International Convention for Safety of Life at Sea and the 1952 Radio Regulations. 165 Ship radios were surveyed and 122 inspected. In addition, 95 ship's direction finders were calibrated.

Telecommunications Ordinance

65. 234 Prosecutions were conducted for offences under the Telecommunications Ordinance. Two for illegal possession of transmitting apparatus produced fines totalling $3,400, whilst the remaining 232 cases of unlicenced broadcast receivers pro- duced $3,500 in fines. 15 Offenders were cautioned.

66. Several cases of radio interference were investigated and all were successfully concluded.
