51. The new canteen to accommodate 120 people was completed by the end of the year and the provision of gas cookers instead of the old charcoal chatties has gone far to improve the quality of meals and cleanse the atmosphere in which meals are taken.
52. Unfortunately the Recreation Club at Caroline Hill, to the opening of which the staff had so looked forward, was delayed by breach of contract on the part of the Contractor against which the Club, in the absence of funds, was powerless. This obstacle was eventually overcome by the combined efforts and hard work of the Club Committee and it is now certain that the Club, which is so badly needed to provide open air relaxation, will be opened early in the New Year.
CONCLUSION
53. Constant development and revision of procedure coupled with the changed staff outlook referred to in paragraph 49 have resulted in the "Traffic' side of this Depart- ment reaching a peak of efficiency which can fairly be claimed as second to none, and my sincere thanks and appreciation are due to all staff for their hard work and loyal co-operation in achieving this result despite shortage of effective personnel and à serious lack of senior instructing staff. Attention is now being paid to the Wireless, Financial and Administrative sides which are similarly in need of urgent and drastic revision and augmentation.
