INTRODUCTORY.

1. I have the honour to submit the following report on the working of the Post Office Department-including Wireless Licensing Section-for the year ended 31st March, 1952.

STAFF

2. The total authorized staff of the Department at the close of the year was 640 of whom 233 held pensionable appoint- ments. Of the remainder 34 are temporary employees, one officer on contract and one on secondment from the British Post Office. The remainder are non-pensionable staff. During the year 12 officers retired, 11 resigned, 5 were dismissed and 1 died, 3 officers were invalided.

3. Mr. D. C. W. Fitches, Controller of Posts, was seconded to Civil Aid Services and Mr. S. A. E. Fraser, Wireless Inspector, was transferred to the Education Department. The latter vacancy has not yet been filled.

4. The Postmaster General, Mr. L. C. Saville, returned from long leave and resumed duty on 19th February, 1952.

FINANCIAL

5. General. The actual Revenue and Expenditure which had been estimated at $14,100,000 and $6,831,153 respectively will be found in the report of the Accountant General but despite a certain amount of apprehension as to the continued effect of embargos both against Hong Kong and China mainland, Revenue reflected only a drop over the estimate of less than 5% whilst Expenditure was maintained practically at the estimated figure.
