Name in which proceedings for offences may be brought.
(b) fails to comply with any of the requirements of a notice served upon him under the provisions of by-law 4(2), 5(2) or (3) or 6(2),
shall be guilty of an offence.
(2) In the event of any contravention of any of the provisions of by-law 4(1), 5(1) or 6(1), the owner and the occupier of the premises on which the well, water storage tank or cistern, as the case may be, is situated, shall be guilty of an offence.

(3) Any person who is guilty of an offence under these by-laws shall be liable on summary conviction to a fine of $500 and, where the offence is a continuing offence, shall be liable in addition to a fine of $50 for each day during which it is proved to the satisfaction of the court that the offence has continued.
13. Without prejudice to the provisions of any other enactment relating to the prosecution of criminal offences and without prejudice to the powers of the Attorney General in relation to the prosecution of such offences, prosecutions for an offence under any of the provisions of these by-laws may be brought in the name of the Council.
