(2) The Council may, if it thinks fit, waive payment of the fees listed in the second column of the Schedule or may reduce such fees to such amount as it considers reasonable in the circumstances.

Use of one large service hall, as shown green on a plan signed by the Secretary of the Urban Council and deposited in the office of the officer in charge where the remains of the deceased are intended for burial $300 for the first hour, and for each hour or part of an hour thereafter.
