(3) A child of both parties to a marriage to which this section applies shall, whether born before or after the date of the agreement or memorandum referred to in subsection (2), be deemed to have been born legitimate for all purposes.

23. Any person who wilfully removes, defaces, alters or destroys any notice, certificate, index, or other document kept or filed by the Secretary for Home Affairs or the Registrar pursuant to or for the purposes of this Ordinance shall be guilty of an offence and shall be liable to a fine of $1,000 and to imprisonment for 6 months.

24. The Governor may make regulations for the better carrying out of the purposes and provisions of this Ordinance and in particular may make regulations-

(a) as to all matters of procedure under this Ordinance; and

(b) prescribing the forms to be used under this Ordinance.
