(3A) If the fee specified in the Table to paragraph (1) for a licence or permit is expressed to be per annum and any such licence is granted or renewed for a period of less than 12 months, the fee payable in respect of such grant or renewal shall be one-twelfth of the fee specified in the Table for each month or part of a month for which the licence or permit is granted or renewed.

(3B) In calculating any fee under paragraph (3A), any fraction of a dollar that is less than 50 cents shall be disregarded and any fraction of a dollar that is more than 50 cents shall be regarded as a whole dollar.

(4) Except in the case of item 4 of the table to paragraph (1), a fee of $25 shall be payable for the issue of any duplicate of, or for the making by the Authority of any alteration or addition to or endorsement on, any licence or permit at the request of the holder thereof:

Provided that where the fee payable in respect of the grant of the original licence or permit was less than $25, such lesser amount shall be payable.

(5) Except where otherwise specified in these regulations, a licence to store any dangerous goods shall be deemed to include a licence to use such goods; and any exemption from any licensing requirement in respect of storage shall be deemed to include exemption from such requirement in respect of use.

(6) The Authority may in his discretion waive, in whole or in part, the fees prescribed in item 6 of the table to paragraph (1) in any case in which, pursuant to the provisions of regulation 59, he grants a permit for the discharge of manufactured fireworks in aid of or for the purposes of any charity, religious body or religious function approved by him.

(7) No licence or permit shall be transferable.

(8) For the purposes of this regulation, "Authority" means the Authority by whom, pursuant to any of the provisions of these regulations, the licence or permit in question is granted or renewed.

The Commissioner of Police, the Secretary for Home Affairs, the Director of Fire Services, the Director of Marine, and the Commissioner of Mines may respectively authorize in writing any police officer, officer of the Secretariat for Home Affairs, officer of the Fire Services Department, officer of the Marine Department, or officer of the Mines Department to exercise any power vested in him or to perform any duty imposed upon him by virtue of any of the provisions of these regulations.
