A holder of the Post Graduate Certificate in Laws awarded by the University of Hong Kong.
(a) For use wherever possible.
(b) For use only where the applicant is domiciled out of Hong Kong and it is impracticable to provide a person in Hong Kong who has known him for more than 5 years.
