(3) No such order for the payment of any such compensation shall be made unless the party who has suffered any such injury, or loss or otherwise sustained damage consents thereto.

15. Any person who contravenes or fails to comply with any of the provisions of this Ordinance, or of any condition upon which any licence under the provisions of this Ordinance has been issued shall be guilty of an offence and where no other penalty is provided shall on summary conviction be liable to a fine of five hundred dollars and to imprisonment for six months.
