(1) The manager may, on sufficient cause to him appearing and subject to the provisions hereinafter contained, summarily dismiss any railway official who is not confirmed to the fixed establishment of the Colony and who is not under written agreement, or may suspend any such official from the performance of his duties: Provided that every official so dismissed or suspended shall have the right of appeal to the Governor, and should such suspension or dismissal be confirmed the official if suspended shall be thereupon dismissed from the service of the railway, or if already dismissed by the manager, shall be deemed to be finally dismissed without further appeal.

(2) If any person employed on the railway is alleged to have committed any breach of any rule made under section 29, the manager may, in lieu of prosecuting such person, inquire summarily into such allegation, and if he is of
