40. Any notice required by these regulations to be served shall be deemed to have been sufficiently served if the same is left with the person to whom it is addressed or with his servant or agent at the premises specified in the licence held by the person to whom the notice is addressed.

PART IV.
Contraventions and Penalties.
41. (1) Any person who acts in contravention of regulations 2 to 19, 22 to 25, and 31 to 39 shall be liable to a fine of five hundred dollars or, in the case of a continuing offence, the sum of fifty dollars for every day which the offence continues.
(2) The master of any vessel shall (in addition to the actual offender) be deemed to be guilty of any contravention of the regulations mentioned in paragraph (1) which may occur while he is on board his ship and shall be liable to be proceeded against and punished accordingly.
