The board shall have the same powers in relation to Transfer, etc. the transfer and revocation of publicans' and adjunct licences and the substitution of other premises for the premises for which such licences are issued as are conferred on officers authorized to grant licences under section 7: Provided that-

(a) every such transfer or substitution shall be indorsed by the Accountant General on the licence;

(b) the intended transferee of any such licence shall make a like application as if applying for a new licence on his own behalf;

(c) there shall be a right of appeal to the Governor in Council from any decision of the board under this section.
