27. It shall be the duty of the Commissioner of Police and the Secretary for Chinese Affairs to inquire as to, and to report to the Registrar when applied to by him upon, the means and circumstances of any appellant where a question as to his means and circumstances arises under request of the Ordinance or these rules.
