104. No new street on land held under lease from the Crown shall be constructed for the purpose of the erection of new buildings fronting thereon until a block plan of the whole of the property concerned drawn to a scale of not less than one-twentieth of an inch to the foot, showing such proposed street, and its connexions with neighbouring streets together with the proposed levels and any scavenging lanes as well as the proposed method of construction and surface drainage, shall have been submitted to and approved by the Building Authority.

No new street on land held under lease from the Crown within the City of Victoria, on which domestic buildings front, shall be of a less width throughout than 30 feet, and no such street outside the City of Victoria shall be of a less width throughout than 40 feet.
